The Ceasefire Was Not a Signal
The April 8 ceasefire did not restore the ME-CENTRAL-1 confidence band. Here is what the data shows and why engineering teams should not conflate diplomacy with infrastructure recovery.
On April 8, Pakistan announced a two-week ceasefire between the US and Iran. Engineering teams with workloads in ME-CENTRAL-1 started asking whether they should migrate back.
The confidence band for that region did not move.
Not on April 8. Not on April 9. Not after. As of this writing, 43 days after the initial strikes, the suppression rate for ME-CENTRAL-1 remains at wartime levels. The cause code has not changed. The recovery profile has not improved.
Why the ceasefire did not change the data
A ceasefire is a diplomatic agreement between governments. A confidence band is a data-driven measurement of infrastructure conditions. These two things have not moved together once during this conflict.
The physical damage to AZs mec1-az2 and mec1-az3 occurred on March 1. That damage requires physical reconstruction. A ceasefire does not rebuild a data center. It stops new damage from occurring. The existing damage persists on its own timeline regardless of what happens in Islamabad.
What happened after the ceasefire
By April 9, the Strait of Hormuz remained partially restricted. By April 12, negotiations in Islamabad had collapsed after 21 hours without agreement. By April 13, a US naval blockade was announced. The ceasefire formally expires April 22 with no framework deal in place.
For engineering teams who began planning return migrations based on the ceasefire headline, every one of these subsequent events required re-evaluation. The confidence band never suggested a return was appropriate. The headline did. Those are not the same thing.
The confidence trap
This is the pattern that matters for any future regional stress event, not just this conflict. Diplomatic announcements create perceived stability. Market participants act on perceived stability. The underlying infrastructure conditions have not changed.
The gap between perceived stability and actual conditions is where engineering decisions go wrong. An engineer who migrates workloads back to ME-CENTRAL-1 based on a ceasefire headline without checking the confidence band is making a decision based on diplomatic sentiment, not infrastructure data.
What the suppression log shows right now
ME-CENTRAL-1: Wartime suppression. Cause code: sustained infrastructure damage. Recovery profile: indeterminate. No change since March 1.
US-EAST-1: Elevated suppression delta versus 30-day pre-conflict baseline. Displacement demand from ME migrations compressing spot capacity.
EU-WEST-1: Same pattern. Destination region pressure from migration traffic.
The ceasefire expires April 22. If it expires without a new agreement, the confidence band for ME regions will not change because the underlying condition has not changed. If hostilities resume, the cause code shifts from "sustained damage" to "active conflict," which has a different and worse recovery profile.
